what kind of persons is the hair known as hair human hair extensions cut from ?

Indian people, russian prisoners exchanging for food etc...are some legends. Does anyone know how to verify these tales? or have any more tales on where it is coming from, the reason for the question is, there is so much of it availible for such little money. like $20 , how do they even make a profit when it takes so long to grow ? It just doesnt make sence. It's very strange and there may be some human rights issues at stake.
