Ｗｈｙ is it so dirty Ｉｎｄｉａｎ money incredibly ?

Ｔｈｅｒｅ are so many small holes and tattered scraches,scars of staplers all over the bills. Ｄｏn't they sometimes change their new bills do they ?

1. Apparently, every country has their own way of determining if a bill is fit for use or not. I've never seen USA bills w/holes and rarely have seen any that are badly damaged. HTH.
2. It goes through so many soiled hands. What will the poor RBI do? They are issuing warning to the general public against the misuse of the currency. The only good looking currencies are counterfeit currencies printed and smuggled in from Pakistan.
