How did Monsanto take over India's seed economy?

I've read about how the World Bank forced India to open up their seed economy to the global market, but how did this negatively effect India? Couldn't Indian farmers still choose whether or not to use their own seeds rather than pay for Monsanto's single use seeds if it was more expensive in the long run? And if they chose purchasing Monsanto's seeds and it was too costly, couldn't they go back to their own seeds?
