can individual mobile app developers from India publish their apps in apple store?

i am an individual interested in creating apps primarily for the iPhone and iPad users.i have seen indian companies making profit from the app store..but can individual developers from India publish their app on the store..can developers from India join the iOS developer program as an individual by paying the fee..are there any restrictions/limitations for the individual developers..does Apple allow individual developers living in India to withdraw money from the app store..can someone plz help me out in explaining the above..

To post an app on the app store you can be anyone but you need a developers license which I think is about $60 but after that you can post apps on the app store.

(Developing your iPhone app requires these packages.) At this stage, you are now ready to begin coding your iPhone app idea.
