Selling product online to Canada from USA, what's the import tariff procedure?

We have an online store and are starting to receive orders from Canada. We sell clothing products. I dont believe we would fall under NAFTA because our product is made in India. We charged the customer the shipping fee but how should the duty fees be handled? In other words who should pay those, us or them? Is there a sale amount that wouldnt be subject to the duty fees? Like if a sale was under a certain amount it wouldn't be subject to duties. The duty on our product is 18% and would that be calculated fron the amount of our sale to the customer or the value that we pay our supplier. If anyone can give me insight on this from experience I would appreciate it
