Why is the USD to EURO exchange rate different if you exchange cash at the bank VS using the ATM for euros?

I heard he ATM gives a better exchange rate. By why? Why isnt the rate the same no matter which way you choose?

1. It depends on the country and area. Generally the reason is ATMs only take 1 or 2 people to take care of but banks have a higher overhead with facilities and personnel.
