transfer money to Singapore from India?

I need to transfer around 3000 SGD to Singapore from India. My favorite money exchange site (xe.com) does not accept INR purchases :( Xe is one of the best sites to transfer money internationally and I have used it in the past to transfer Euros, AUD, USD but never INR. (I get the best exchange rate on XE compared to Western union, bank transfer, etc). What are the other options for me. It seems that it is next to impossible to send money FROM India.. (even a few $).. However, the Indian govt. has no issues when receiving huge amounts of money from abroad. It is a real hassle. Can anyone suggest a way?

1. If "Western Union" is there then GO for it as it is the best money transfer service with highest level of customer satisfaction. I have heard a lot about it and most probably it is working in Singapore and India.
