Why dont Indian schools have locker rooms?

Why do children have to carry all those books and pencil boxes to school if they can have their own individual locker at school? Is it because they are too money minded so as to think if they had some space to spare, they would rather make a classrooom out of it and earn money from 40 students per class.

1. there is no need to keep valuables in schools all the books/reading materials are carried away home everyday and brought to school everytime
2. due to India's population..so this is not possible to provide a locker to each student...
3. Because they have been taught that they should know that books are not burden to carry but the knowledge which they should bring home and spend their rest of the time reading the books rather then partying or sleeping with their dates.
