1. I can tell you this with confidence. The US will not do anything meaningful to reduce carbon emissions based on environmental concerns.
2. No. That's where our fleeing productivity is supposed to GO, according to the IPCC. Yes, the IPCC said they're aware that guarantees a dramatic increase in pollution and CO2 in particular.
