Is there any way to exchange US dollar to Indian Rupee without any or with low percentage of deduction for?

foreign exchange, actually if we transfer to the bank it deduct atleast 10% from the amount we exchange, I am from northeast Indian, last 6 or 7 month I have join to one of the network company that I invested at least 2 lakhs, I have at least 5000 dollar in my electronic wallet in my account which is investment return, please help me to guide me that if there is any way that I could exchange the money with low percentage of foreign exchange deduction charges, I would be thankful for your helping and quick reply.
