Why have Public Sector Banks reduced HRA & CCA in NCR? Is this act justified?

There are news in public that PSB's have reduced House Rent Allowance & City Comprnsatory Allowances in areas like - GHAZIABAD, LONI NOIDA,GREATER NOIDA FARIDABAD, Bahadur garh Earlier these ares were treated at par with DELHI. It is on the instructions of either Finance Ministry or INDIAN BANKER ASSOCIATION. Give your views & informations if any.
