250000 crores robbed from Indian stock markets .Who are the culprits ?Do we have any system to to expose them?

There are reports that during the Indian stock market scandal 2005-2008 , there was huge money taken by FIIs and other manipulators to the tune of Rs 250000 crores and SEBI and NSE refuses to part with the information about the those profit takers.Who are these culprits and is there any way of finding such criminals and exposing them??/
