Standards and practices. When the car is assembled in Mexico but made in America?

Shouldn't the same standards apply to offshore work? When the auto is assembled in Mexico,China,India,US, Taiwan or someplace, shouldn't the industry hold the 'assemblers' to the same standards that are applied in Country of Origin?
