1. All two wheeler require lots of quick action, on the part of an operator. Gender has nothing to do with it or even age in some cases. Agility and balance are needed. Speed can kill but it can get you out of harms way in a hurry also. It should be up to the individual, practise is needed, and practise makes one perfect. I would suggest a side car for little more safety at the expense of agility and economy.
2. I think Honda's Activa is the best which is gearless & can run even at very low speed in great rush also. You can drive it as low as possible i.e. 5KM/ hour also. If you think it is heavy then scooteretts like Bajaj's Kristal,TVS's Scooty, Hero's Electric (Battery operated three models) Kinetic's Kine's are running very successful in the market for old people & for ladies.
